When an external reference (symbol, catalogue part, system, etc.) is used in a Project/System, it will always use the latest revision when the project is opening.  This must change, and the current revision the external reference had when being instanciated should be frozen.  So if revisions change for that object, the project using it won't be effected by the change.

NOTE: Users will be able to manually activate the most recent revision when needed.
