We discovered that the error occurred not only when the environment was on a USB, but when the SkyCAD Environments folder was not on C:\ drive, so it is expected that you would get that error if your environment is on a shared network drive.

Updating to the latest version should solve that issue. 
Please note, that if you're using a shared SkyCAD environment (as we guess you are), it would be best if everyone that uses that shared environment, all update to the latest version at the same time, as much as possible. 
(Sharing an environment, but using different  SkyCAD versions can cause compatibility issues.)

I had an error when I try to download a package and import it. 

I manually find the missing file and able to locate the file.

Seems like the software can't reach this folder. Can you check please
