'Create graphical block' and 'Create graphical grouping' sometiemes show when they shouldn't if sheet is selected.

If a graphical object is already displayed in teh View Tab area, and the user selects a sheet in the tree view, the 'Create graphical block' and 'Create graphical grouping' ribbon button show when they shouldn't.
