Title: Thousands separator character may appear in measurement values, which creates an issue when value is modified.
Description:

Depending on teh geographical location of the user,  Windows feature to convert a number to a format value may add a thousands separator character.  That creates a 'Incorrect value format' message when the user later attempts to modify the value while leaving teh thousand separator charater in there.

Details: <p>Testing:</p><p>NOTE: testing result may differ depending on the geographica location of the tester.&nbsp; Thousand separator character does not appear automatically everywhere.</p><p style="margin-left: 40px;">- insert a cable indicator on a sheet, and double-click to access the cable.</p><p style="margin-left: 40px;">- Change the &#39;length&#39; property to &#39;123456&#39;.</p><p style="margin-left: 40px;">- The displayed value, after pressing Enter, should read as follow: &#39;123.456,00 mm&#39;</p><p style="margin-left: 40px;">- Double-click the value and change a digit, while leaving the thousand separator character in place.</p><p style="margin-left: 40px;">- If the value is accepted without displaying &#39;Incoorect value format&#39; we,re good!</p>
