Make it so Harness boots can have splice connection point groups.

The connection port grouped in a 'Splice' type connection port group shall show a Extended displayed label as so:

<WorkID of boot> - <Splice Index>

Splice index shall be the position in the list of splices a Boot has.  (So the value will change if splices are deleted or repositionned in the list.)
