Title: Allow uniqueness scope to be based upon a query
Description:

- Add a 'Uniqueness scope query' setting to numbering format

- Add 'From query' in list of uniqueness scopes (in addition to 'Local' and 'Global'...)

- If Result of query is Null, revert to Global.
